Having a brain fart; I am wrong in thinking that a couple of roof trusses are missing from this 1991 built fourplex and that they simply filled up the area?

Was there any equipment up in the attic? I’ve seen that done sometimes to bring up such.
There was no equipment in attic and attic on other side (behind firewall) had on trusses missing. You can see in pic that the long web member is buckling; they could at least have added some bracing…
No obvious logic as to why they did that then, that I can see.
Thanks for your comments! I recommended a structural engineer specializing in roof trusses for repairs in the report. Lots of snow up here…
