sills strapped vs bolted to perimeter foundation

34 year old house.

poured concrete perimeter foundation

Grade beam running down middle of floor with embedded anchor bolts that are attached to the floor structure. See first picture

HOWEVER… the sill is merely strapped to the perimeter foundation (see other pictures) Looks like the straps are embedded in the foundation wall and then nailed to the sill. They appear to be in the proper locations where you would normally see anchor bolts.

**QUESTION: Are these strap sufficient to lieu of the normal anchor bolts or not? **

Note that plate straps typically need to be spaced closer together than anchor bolts.
