Clearance around electrical panel

What is the code for clearance around an electrical panel. The inspector stated the following in the report…
Main Panel - Did not have proper clearance around the electrical box. Electrical standards require 36 inches on both sides and in front of the box.

I have found one that states 30 inches for an opening.

This is wrong. ESA Rule 2-308(1) requires 1m (39") clearance to the front of the panel, not 36". You also need 1m (39") side clearance, not 30".

Rule 2-308(1) Minimum Working space of 1 m

Question: What is meant by “A minimum working space of 1 m with secure footing…” when applied to residential service entrance panelboards that are mounted on or in a wall and require access from only the front?

Answer: This is interpreted as meaning a space that is at least 2 m in height, at least 1 m in depth in front of the panel, and at least 1 m in width or the width of the panel board, whichever is greater. The panel board does not have to be centered in the width of the working space; it can be off center.

Rationale: This interpretation is adequate for safety, is common practice, is reasonable to comply with and does not place any undue hardship on the customer. This interpretation is consistent with Rules 2-308 and 6-206.
