Mitigation with no attic access

We don’t have access to the attic. Is there a way to get a Mitigation Report to include the roof? People’s Trust did an inspection and they were able to determine the Roof Deck Attachment and Roof to Wall Connections. But the inspectors that were sent by new insurance company would only do a “partial” mitigation inspection on the openings since there is no attic access.

If no attic hatch or no attic at all, the roof to wall connection and roof deck attachment information can be gathered at the eave soffits of the roof overhang. This sometimes is an invasive inspection technique.

How did the Peoples Trust guy figure it out? Did he submit pictures?
