This city report in much more narrow than and in addition to a general home inspection which is undertaken to ensure that the home and its various systems and appliances are working properly. The intent of this program, as it has evolved during these conversations, is to assure all parties to a transaction involving the sale of a residential dwelling within the City that the home does not have any unpermitted garage conversions, illegal room subdivisions or unpermitted room additions.
Under the revised proposed program for Fillmore, either the seller’s realtor, seller or seller’s agent must complete a pre-sale/humane living standards inspection form. If any of the answers are yes, the seller shall schedule a meeting with the City to resolve the issue(s) identified. For the first year of the program, it is recommended the city provide an amnesty program and waive permit fees.

Does not really impact the Home Inspection or home inspectors.

Basically just another form for the Realtor to fill out, and maybe have a city inspector look at.
And in the grand scheme of things, Filmore is a small town.
I have a hard time believing such a process would work in the city of Los Angeles. The Department of Building and Safety is too big and not organized enough.
