Can someone advise if any of the following add-on inspections require a license from any specific govt department or licensing authority in Texas?
Pool & Spa Inspection
Septic Inspection
Water Well Inspection
Radon Inspection
I am pretty sure there are agencies who offer CERTIFICATIONS, but they are not LICENSES.
Please advise.

Depends on what you intend to inspect for. A typical look see does not require any licenses for residential pools.
Again it depends on what you intend to do during an inspection. For existing septic systems the only inspection of significant value would require pumping tanks to fully inspect them and that does require a license. If you intend to scope any part of the waste lines or insert anything past a clean-out the TSBPE does consider that a Plumbing function requiring a plumbers license. Again if it is just a look see and basic operation for an aerobic system then typically no license is required. Again it depends on how deep you plan to get with the inspection. Water well drillers and pump installer laws are here Water Well Drillers and Pump Installers Law . Make sure your actions do not step into their relm. Also check the Texas Board of Plumbing Examiner laws and rules.

Answers in blue above. We have some leeway in what we do as part of a TREC controlled inspection. However you need to be knowledgeable of the licensing laws of others for the actions you plan to do to ensure you do not step into another licensed functions duties.

You need a license to work on lawn irrigation however TREC allows you to report on observations. I have had one irrigator complain about me inspecting a sprinkler but never came to anything.
