I see no wording reguarding wether a division I contractor can work on a home he has inspected. It also looks to me that the division I contractor would need to apply for the license in addition to his/her contractors license.

You are correct. SB396 has language in it that amends the home inspector licensing law. The existing law currently allows Div.1 contractors to offer repairs on homes that they inspect. The existing law also requires Div.1 contractors to obtain a home inspector licensing if they wish to do home inspections. The amendment in SB396 just makes it easier for Div. 1 contractors to get the home inspector license by endorsement. I hope that helps provide some clarification.
