Just did a wind mit on a home with a 2006 roof permit but it was a shingle over shingle ---- is this an A or a B ?
My initial opinion is that it does not meet A. due to ASTM D 3161 and FBC 100-95 and TAS 107-95

Well if it passed the final on a residential re-roof I would say it meets the requirements for a.
Others may say differently.
If permitted and passed inspection it does meet.
I have been told by my ole WEC as long as the reroof was properly permitted it was A…been doing that for a while, no problems (YET!)
