I inspected this home yesterday. It was built in 1979.
In most places, it had a single wrap with two nails on one side and one on the other. In a couple of places, it had a strap with a nail on one side, another nail down low, and one nail on the other side.
Then, on the garage wall, it just had straps.
Look at the pictures and then, what should be marked on the 1802?

Hey, at least it’s in a box. Cheap fix. Heck, the cover may be laying around there somewhere!

Take a good look at the other breakers. Plus, the reason that breaker was double lugged was because the breaker it used to be hooked to, was disconnected. More than likely, when they remove that disconnected breaker, they will find damage to the buss bar. Also, there was rust and corrosion on a bunch of the other breakers and the panel is only two feet off the ground next to the pool equipment.
I would suspect, when permit time comes, it will have to be relocated and replaced. Not a major expense, but, a little more than a breaker change.
