This house has a 21 ft gable at the front and a 9 ft overhang attached to the wall at the garage. The total perimeter is 230 ft. Should the overhang be counted as a gable.

How would you not count that as gable?
If the perimeter is 230’ and the gable measured below(blue line) is less than 23’ then it is a hip roof. Provided all other sides, not shown are hip.
