Default Roof Material Identification

I am trying to help a friend inspector in NewFoundland identify this roofing material.

Anyone have an idea what it is? It is thinner than a modified bitumen.

Could that just be some type of fiberglass topcoat applied over the old roofing?

A friend seems to think along the line of a degraded fiberglass mat roll roofing.
Hard to tell.
The inspector at hand and myself are more curious than anything else.
It is obvious it needs repair.
