Agreed. There is nothing in the current code that says a bedroom requires a closet. More than 70sf, natural light, fresh air ventilation, and emergency escape means are required.

The FBC requires that homes are protected from water infiltration. It's usually workmanship errors or subpar building materials that cause most of the problems. Stucco contractors are slowly learning...

It's not a neutral. It's a white wire on a breaker and part of a 240v circuit. Yes, a handle tie and identification is required. You also have tinned copper, cloth wiring in there.

A lot less time than a hospital stay. You won't use one on every roof, just the ones you shouldn't be walking on anyway.
