Just recommend installation of a vapor barrier on the dirt, by a qualified professional and move on to something else.

Of something is supposed to be there and is not, you would not "monitor" it....

My older fin type hydronic baseboard system ran ~ 180, but I suppose they are adjustable with different loops usable but I don't have the experience in this like Scott Frakes.
