Yes you are right. Good catch. Strange that the seal looks like that and the window looks clear of fogging and condensation.

Those appear to be double pane windows. Can't tell if 2 panes of glass are there but I would say either there is only one and someone has filled the void with a putty that is cracking or the seal...

I agree... got here a tad to late. I do not believe this is the bad type of cloth wiring that contains tin coated copper where the insulation breaks down. I would note the lack of a proper connector...

This is a great example of when you notify the current seller of a hazardous situation. I have seen some of the newer inspectors question what information should be shared with the seller.

The current seller was present and I brought it to their attention and explained how serious it was. Once the shock wore off they immediately began contacting a licensed plumber, not a handyman

Agree. I would at least take all of the advanced courses in each of the 4 areas and study very closely on the electrical. Example, make sure you understand the different types of cloth covered...

I believe it would be no. Wind mitigation is an add-on to your HI license. You have to be a licensed HI first
