The houses can vary quite a bit. They don't sell them all for the same price. What if they start building 4,500sqft houses too? If the houses are all similar construction...

Never report a "code violation". That is the pervue of the AHJ, not the home inspector. You should report it as "improper", "deficient", etc.

Well, if it's OK to lay a tailpiece extension on its side, then I guess it's OK to connect a hose to the inlet. I would call it atypical.
